Mr Trump ordered examination of withholding of the military aid to Ukraine. You see, the Republican controlled Congress had authorized the military aid in 2014.
Mr Obama impounded the aid because of concerns of corruption in Ukrainian government. This was at the same time Mr Biden arranged for and crowed over the employment of his son Hunter at Burisma. (The Ukrainian government buckled to Biden's pressure for favor). You'd guess this is why Mr Obama has not endorsed Mr Biden; Biden is a corrupter.
Later, Mr Trump, having finished his review of aid to Ukraine, released the military aid in 2017. The Democrats insist this is bribery corruption bad manners. Whatever.

Meanwhile the Democrat candidates for President have been offering genuine bribes to the American voters. What else would you call those offers of free health care for all and miscellaneous other government give-aways?
