The sale of the incandescent light bulb was banned January 1, 2012. Why do we still see them for sale? The Republicans managed to forbid the Obama Administration from spending any money to enforce the ban (This was a big part of the uproar over government spending in December). The ban is not repealed. The Obama Administration can still abuse your right to see the light, as soon as Obama can find money.
The "Democratic" Party backed ban had one of its intended effects; The United States has ceased all production of incandescent light bulbs. The "Party of the working man" has managed to put more workers out of a job.
